What is the powdery film on some packs of m&ms and chocolate ?

I bought a pack of M%26amp;Ms and wanted to know what it was before i ate them .What is the powdery film on some packs of m%26amp;ms and chocolate ?
this usually happens when the chocolate has gotten too warm at some point and then cooled again
