Download the "Microsoft Office Compatibility Pack for Word, Excel, and PowerPoint 2007 File Formats" from here:

http://www.microsoft.com/downloads/detai鈥?/a>

It is a self-installing executable. Once you have installed it, you can open Office 2007 formats - the program will automatically convert the format into a native format, and you can resave it in the older version.

EDIT: The previous answer contradicts mine; I believe the compatibility pack will work for Office 2000 as the site says: "By installing the Compatibility Pack in addition to Microsoft Office 2000, Office XP, or Office 2003...." implying that Office 2000 will work. How to open a docx file in MS Office 2000 Premium?
Office 2000 cannot open DOCX files. The oldest version that supports it is Office 2003 by using the Compatibility Pack (See:

Your best bet is to get the sender of the file to re-save it as the older DOC format, or to upgrade to Office 2003 or OpenOffice 3.0 (Free! http://www.openoffice.org) which can read them.
