What is the difference between MS/PhD and PhD course?

I plan to apply for UCB grad school.

In my department, there is MS/PhD and PhD course.

MS/PhD means you're enrolling in a PhD program and will earn a masters en route. PhD means you've already got a masters and are just doing the PhD.What is the difference between MS/PhD and PhD course?
MS stands for master of science (I think) PhD is doctor of philosophy. MS is a lower level degree compared to PhD, but I think if you don't have a master's degree, it will be difficult (if not impossible) to enter into a PhD program. So the MS/PhD course is 2 degrees, and most likely takes more time and costs more money. Do you have a master's degree? Depending on whether or not they accept your masters, you may or may not be able to enter their PhD course. Otherwise do the MS/PhD course. What is the difference between MS/PhD and PhD course?
$40,000
